Of the around 2,500 small farmers who have failed to register migrant workers from both Nicaragua and Panama, are to be fined after the 1st of January 2016. Only 124 have signed up to register. Meanwhile the President of The Costa Rican Chamber of Exporters (CADEXCO) a nonprofit organization, argues that the law as is embodied, has not
adjusted to this sector’s reality. Part time employment of these migrants by farmers is limited to the picking of coffee beans, cutting sugar cane, harvesting mangoes, pineapple and citrus fruits. Some farmers have lost their lands by the increasing costs of production.
