The Comptroller General’s report indicates that salaries, bonuses and pensions consumes over 62% of social spending leaving a small margin for social progammes. The largest spenders being the departments of education, healthcare and housing. As former Minister of Finance quotes: ‘the question is not how much universities need but how much government can give, as government has not an unlimited amount funds available as it has been portrayed.’
